Good intentions pave the road to hell, buddy. The man is a total xenophobe and will stop at nothing to rid the world of "freaks" - including murder, illegal genetic experiments, and faking an alien invasion while endangering the US president's life just to be able to get what he wants. He's more revenge-minded than anything. He got probed by Greys back in the Civil War, so he wants to take it out on all alien-kind.

I'd say he's more misguided/possessed than evil.

Yeah, Bishop is a villain, but the best kind. He's a gray villain. He has motivations for his plans. He's the TMNT equivalent of Magneto or as already stated Demona

Once again it goes back into the territory of what a certain show probably would have and should have covered. They didn't, and dwelling on it is useless. But I still think there was some hanky Panky about Bishop being the future's president....
Oh well, it's all fanfic fodder now. And I would stifel to say what he's doing is a noble cause. I always felt it self serving, and just to further his own plans than any greater good. I see him similar to Pretorious in the Mask cartoon. He's a scientist with a moribid curiousity for certain things. He'd destroy the entire world if he had to to prove he's right. Something the alien invasion episode showed us.

An "anti-hero" is a protagonist who isn't completely heroic.
An "anti-villain" is an antagonist who isn't completely villainous. Anti-heroes usually use immoral means to achieve a noble goal. Anti-villains usually use noble means to achieve an immoral goal. Bishop could sorta be considered an anti-villain based on the fact that he is indeed a villain who isn't completely villainous, but his methods match that of an anti-hero better. But it's hard to consider him that since he's an antagonist, not a protagonist.
