Professor Cobrato and Mutagen Man are missing from your list. Both notable one-off mutants. As is the main villain from Tokka and Rahzar's episode, a slug mutant, whose name I've forgotten.

I'd also add Shreeka to the "one-off but notable" list.

The old toon really had a colorful cast of mutants and super villains. Wish they'd have used them a bit more often.

His name was A.J. Howard.

There is also Captain Dredd who teams up with Groundchuck and Dirtbag in the episode Escape from the Planet of the Turtleoids.

I added in the ones I missed.

I didn't add Mutagen Man at first because he became a good guy by the end of the episode. This list is for villains, not the good guy mutants. He turned into some rich-looking man and looked like he was going to bother the Turtles anymore. I'll add him though for the meantime.

Muckman and Joe Eyeball was pretty much the same thing, he was a good guy by the end of the episode, although we never see him again.

The good mutants like Mondo Gecko, Mona Lisa, the Punk Frogs, etc. I didn't list because even though they may have started off as villains, they turned good in the end.

Lotus Blossom is another example of an original villain that turned good by the end of the ep.

I didn't know that Wingnut and Screwloose were in an episode. Same with Groundchuck and Dirtbag. Thought they were only in the Archie comics and action figures.

Wingnut and Screwloose are only in one episode, they ran a military school to brainwash kids, and Zack the turtles human kid friend was in the ep. In the cartoon they were villains and they leave in their spaceship, in the Archie series they were good.

Groundchuck and Dirtbag were never in the Archie series, at least I'm pretty sure they weren't. They originally appeared in the "Planet of the Turleoids" 2-parter....which Lionsgate skipped on the DVDs unfortunately. That 2-parter was also Chrome Dome's debut.

I thought about this. But he wasn't particularly benevolant, and I believe he was marketed as being a villain as a toy.

I thought about them too, but decided not to mention them as they fought against Shredder for an entire third of their episode, set themselves up for a sequel by becoming "super heroes," and, correct me if I'm wrong, I think their action figures listed them as allies.

I would like to see Wingnut & Screwloose as good guys, like in the Archie comics.
