It is basically two really random episodes that were made to create a new toy line. Surprisingly, made without permission of Mirage.

Illegitimately so, yes. It was a quasi-spinoff of the OT done the very year the series ended. Never knew it was done without Mirage's permission though...

Those episodes were pretty random weren't they? with evil Devil Shredder and the Saint Turtle. I think some of the dromers dubbed one of the eps.

Where did you hear that? Mirage and MWS are both listed in the credits, and Mirage acknowledges it on the official site, so I doubt that's true...

And Dr. Spengler's translation project:

they where just made to promote toys, like season 1

I really like the angle of making then look like random episodes with a synopsis of what have happened, had I not know the where only 2 episodes before I saw then. I'd seriously wonder where the rest of the show where.

It is possible that the recap of how the turtles found the mutastones that appears at the beginning of the anime episodes may have been chronicled in Super Turtles #1 of the Dengeki Comics manga series. Unfortunately, I don't know anyone who might own a copy of that issue.

For the longest time it was thought that the two episodes were numbers 2 & 3, and that episode 1 was "missing" (as in, not found yet by English-speaking fans).

Ha ha, uncanny. I just watched these yesterday.

They're fun romps, not meant to be taken too seriously. It's essentially the Japanese using American characters to make fun of Japanese culture. The first episode has the Turtles taking on a sentai-ish transformation, including the four of them combining into one character, the Turtle Saint. The second one had them donning armor akin to Saint Seiya.

Our buddy Wes at Scary Crayon has kind of an overview/review of the episodes:

Japan, obviously. Other than that, it's like looking for the Lost Ark. I've been trying for at least a year and a half.

As was said before, the OVA isn't available on official DVD, so it's a bit sketchy. But it shouldn't be tough to find on eBay; I got mine for $4.99 plus shipping. It's decent (although not great) quality and it's subtitled (although obviously not professionally).

I think Marzgurl is wrong on that one.
The toys is official and the manga is, and the Anime got Mirage listed up in the end credits
