Toei was outsourced for the first 5 episodes only. The remainder of the series was outsourced to multiple studios across South Korea, Japan and the Philipines (so no, not "years later", Toei stopped ater season 1).

But considering something "anime" just because the animation was outsourced to Japan is silly. By that logic, you would have to consider G.I. Joe, Real Ghostbusters, Gummi Bears, DuckTales, Swat Kats, Scooby-Doo on Zombie Island, Superman the Animated Series and so on to be "anime".

And what about the episodes not done in Japan? Do we call the episodes done by Toei "anime" and the episodes done by A-1 Productions "Korean cartoons"?

No, because that would be silly.

And even actual domestic Japanese productions outsource a LOT of their animation (mostly the inbetweening) to Korean studios like Dong Woo.

So what? Are only certain frames in Lupin III considered "anime" while others are considered "Korean cartoons"?

When you try to designate something as "anime" just because the animation was outsourced to Japan, then all of a sudden just about everything from the last 30 years could be considered "anime".

And why would anyone WANT to insist that the Fred Wolf TMNT cartoon was "anime", anyway? Does calling it "anime" somehow elevate it? Make it better than if you called it a "cartoon"?

That's otaku thinking, and I don't cotton to it, no siree.

Because the characters were designed in America along with the storyboards, all TMNT series are not considered proper anime, which IMO must be entirely made or designed in Japan. That said, the outsourcing movement that began in the 1980s began the blurring between proper Western styles and Anime, and this shows in the first season. But given the Japanese themes in TMNT, it does blur the line somewhat, however the plots are from a western personification of Japanese culture rather than a proper Japanese viewpoint, plus the Japanese element is a small fraction of the series (about 5%). Yet again, I could just consider "anime" part of animation in general as in Japan, where "anime" refers to anything animated regardless of origin. In reality, all TMNT cartoons are strictly co-productions, and are all animation. One episode or series may be "anime-influenced" that clearly has defining features, while others may technically carry that distinction, but be very minute, depending on the staff involved in the animation. For example, out of all of the animated Aprils, Nickelodeon's April is the most anime influenced with the big, wide eyes and narrow limbs, though the 2007 April isn't far behind.

O ok that makes more sense it being a Western Style Cartoon, thank you for clearing that up for me

If it was anime... April would have had some pantyshots... the Turtles would have been actually seen slicing up human Foot Soldiers... and the plot would have been better connected and not so episodic.

...... Maybe it should have been an anime...?

None of that happened in the OVA.

There was a little bit of continuity, maybe, in the OVA.

As trivia, there was at least SOME Japanese original made footage that was used for Japanese airings of the OT I think. Like maybe an outro video? I'm sure DrSpengler knows more.

Well, yes and no. Not *footage* per se, but they did have their own unique closing credit montage for the TV Tokyo airing of the show.

There were a number of them, as they rotated with new songs. I don't know how many, but I've seen at least three.

One used the second US intro animation set to a Japanese song.

Another was a montage of artwork; mostly VHS box covers but some new pieces commissioned from Japanese artists. That one ended with a clip of Donatello turning on the TV in the lair (recycled footage from an episode) and turning on a music video featuring the singer of the ending them. He then kicks the TV and ends the video (and the credits).

The last one may still be on You Tube (the others got taken down by Lionsgate's lawyers), as it was still there last time I checked. It was another slideshow montage of VHS box art and Japanese art. The Japanese art contained teasers for the Super Turtles OVA. For the very last episode aired, they cut the song short and had the cast do a group dub over, thanking the audience for watching and wishing them good bye (followed shortly by another teaser image for the OVA).

Each episode also had unique "next episode" segments where the characters would watch clips from the next episode and make jokes about them (very typical for Japanese cartoons; the Japanese version of the 4Kids cartoon had these segments, too).

So no new animated footage, no, but new content, certainly. I wish more of it would show up on you tube, but Lionsgate's lawyers are very fast. And when stuf added by Japanese uploaders disappears, it usually disappears for good since the Japanese don't use You Tube very much (they favor Nico Nico Video).

Yeah, footage was probably the wrong word there. I was thinking it was something along those lines but couldn't quite remember. Thanks for the info.

By Japan's standards it would be since anime is short for animation. Petty much anything animated = anime.
