Was Mr. Ogg based on Superman's Mxyzptlk?

Anyone who either watched Superman:TAS or read the comics knows who that is. There is a similar character in Batman known as Bat-mite.

Was Mr. Ogg based on those characters? A pint sized silly magic user from another dimension who can constantly change reality by wiggling his fingers?

That's a lot of consonants after one and other. Sorry, no can't say that i have, however i'm not much into superheros though.

I have a strong feeling whoever came up with Mr. Ogg was a big DC comics fan!
