Why didn't Krang and Shredder free the Technodrome from the ice when the Turtles were on the Planet of the Turtleoids?

Shredder/Krang were focusing more on taking over the city complete with Foot Soldiers, Chromedome, and the Technodrome Mark II, which probably took awhile to construct. They felt that if they could take care of it, they would have fewer problems freeing the Technodrome from the ice and/or finding the resources to make it easier to do so.
