in the old tmnt cartoon how come the foot NINJA used guns thats not very ninjaish is it, just a thought

I hate to sound stupid, but if Shredder took over the foot clan..where'd all the real members go if the soldiers are robots? I'm sure this has been asked before but I don't understand it still...silly me.
