Why Shredder isn't a clown

Shredder risked his life repeatedly traveling to the Earth's mantle where the Technodrome was. He could have died if the transport modules failed at any time. That takes guts.

Shredder tried repeatedly to kill Splinter and the turtles. That's not stupid. That's violent.

The Big Blowout shows Shredder and Krang going through the highway, high voltage power lines without damage to the hull, destroying a mountain, knocking over buildings and destroying everything in their path. He's not a clown if he can do that.

Shredder is an ambitious person who had a plan of action. And to survive inhospitable places like the Earth's mantle, the North Pole and the bottom om the ocean would wear most people out, not Shredder.

The turtles repeatedly gave Shredder a hard time and insulted him. He's a ninja warrior so it's his right to get revenge for being disgraced.

IMO OT Shredder varies on level of competency depending on the episode.

Sometimes he's clearly dangerous and competent and the plan fails due to Bebop and Rocksteady's buffoonery.

Other times he gets in his own way either because his pride demands that HE must take out the turtles or wasting time trying to betray Krang.

It is kinda dark when you think about all the different ways Shredder was planning to kill the Turtles, Splinter and even April had they not gotten away at the very last minute. I mean one time Krang gleefully said he'd make Splinter 'go splat' by threatening to toss him out the window of a multi-floor building. Sure it's a kids cartoon and all that but if no one stopped Krang, that would be a pretty bloody splat. Likewise, one time Shredder caught April mid-fall because she had a gem they were looking for. Shredder grabbed the gem and had no problems letting April ago again, leaving her to her fate.

I like my theory that Shredder was secretly the hero of the OT. He was working undercover to sabotage and redirect Krang from global domination. He even personally created the turtles lol.

Then he makes sure their schemes only take place in NYC where they’ll undoubtedly run into the turtles. They never once take a module to Chicago or teleport to LA.
