The cartoon...when the cartoon started they got popular and started to sell lotsa MERCHANDISE!

This is an interesting question. You could argue make an argument for several things on this list.
Personally, I want to say that the cartoon ushered in the most fans, and, therefore, was most responsible for the Ninja Turtles' success. But you have to keep in mind that if fans hadn't tuned in, the cartoon and all other projects might have flopped. And we can't forget about Kevin Eastman and Peter Laird, the guys are all RESPONSIBLE for us even talking about this. I guess it all comes down to what your preference is.
