I think Splinter not wanting to go out from the sewers is likely a weak explanation for his absence, which was needed for the show to focus more on the turtles, and for stretching the Miwa plot, so they can always set up the major events for the ending episodes of the seasons. For example Karai will probably find out about her being Splinter's daughter at the ending Eps of S2, and she will have some decisions to make. They should have done it other ways, really (like Splinter being too old)... Unless they have a logical explanation for it. I mean sure, the show has absurd and humorous situations, and wierd stuff happening, but those are minor things, and so far they took the main plot points seriously, so...
