Foreign TMNT Movie?

I have vauge memories of a post on the SuperHero Hype boards a few years ago that showed a foreign live-action TMNT film.

It looked like a pretty cheaply made film. I'm pretty sure it had Tokka in it, and I think they were in a forest.

Can anybody tell me what this is, or if they've even heard of it?
