Ok, so it appears 'E' is from a Ghostbuster and 'F' is from a Toxic Crusader. 'J' might not be from TMNT after all.

Is the frog shaped slingshot 'G' from someone in the TMNT world?

B is definitely Rocksteady. The dents aren't deep enough and the bottom dent isn't close enough to the hole to be Movie Star Leo

Movie Star Leo's Shield is also silver instead of dark grey like Rocksteady's but that'd be hard to tell from a picture of only one of those

Looks like Thing from the Fantastic 4, Human Torch from the Fantastic 4 and Iron Man. Not sure what brand they are though. Most likely Toy Biz Marvel Legends.

The Human Torch figure is actually the "Flame-on Human Torch" from the Fantastic 4 Movie line. Based on the pants, the Thing is from one of the Movie lines as well, but I don't recognize the exact figure.

The Iron Man figure looks like it is the sculpt used in the Iron Man movie line, but is missing the shoulder pads.

Tokka's Belt, Samurai Leo's belt, one Slash's shoulder things. Not sure what the red hose is.
The black sai and mace are also Tokka's.

The white gun/radar dish is probably from a power ranger figure. The only Turtle figure I can recall with plain white weapons was Airforce Mutation Raphael, but I'm 99% certain he didn't have an accessory like that.

The handcuffs are from Killer Bee Mega Mutant.

Judging by the harness, it's upside down. It is probably not Batman either since they didn't usually use wrap around harnesses like that. Most of their accessories clipped onto the figures.

The Orion Pictures imprint would make it a Robocop accessory.
