Was "City at War" the end of ambitious storytelling for Mirage?

The conclusion to Volume II wasn't what you would call naturally occurring. It ended because Mirage didn't want to carry on with the title itself. Image took over and they dropped it. Then Laird petered out on Volume IV.

An honest reflection of this book shows how flaky the main series is after City at War.
