The film was targeted for kids as well and if you take him out of the equation, who can they relate to?....a big message it wanted to sell to the younger viewers was the importance of family, being able to do the right thing no matter what you have done in the past.
You can convey the message of family in a TMNT movie without the use of a made up character.
