The reason the phone would have even lead to the Turtles lair was because the Turtles actually said it belonged to a friend of theirs and pointed out which one.
So if they hadn't gone after the phone or they hadn't practically advertised to the Purple Dragons that phone had important information, then it wouldn't have mattered.
