You say you'd rather them bring back a character than see Casey as one of "teh evil black ppl". You say including racial diversity in media is part of some kind of "propaganda" instead of, you know, representing people that actually exist. The world has LOTS of racially diverse people. The media is full of white people. This is a serious problem. I can't tell you how many POC I'm friends with tell me they liked [x] POC character because it was somebody cool that was like them. Lack of racial diversity implies that people that aren't white can't be included.

Casey isn't evil so making him black wouldn't make him an "evil black person" unless you think being black makes you evil. I never said racial diversity was propaganda a said pushing a certain view point is propaganda. You think the only way to add racial diversity is to change a characters race. Personally I think that is a creatively bankrupt and lazy way to add racial diversity. What's wrong with creating a new character or using an existing one? I would rather have a black character that has his own unique backstory and history, than a pattern swaped version of an existing character.
