He's from circa 400 years into the future (2390 AD), probably also from Earth. It was the US soldiers at the beginning who thought the robot to be some kind of extraterrestrial intruder, and decided to blast it into pieces.

As for Savanti, it's probably going to be religion with demons and all that mumbo jumbo. The only way I could see him in is go the Nick route and say he's a mutant, which kinda takes away the value of his demon state. Mostly, unless they weren't extremely popular at the time, they've grown in the lore ever since the 2003 series introduced them. Just the appearances and possible controversy could prevent an appearance, but a toy for both at the very least should have been made.
Hey if you had some one as hot as April in the show, you really didn't need Renet. With that cleavage unzipped jumpsuit, April was pretty much there for appeal.

Yet Renet in the original comics....

Yeah I won't go there, but still back then Renet could be considered more hot than April actually. Though, it still doesn't make sense why to leave her out, at least Savanti I get for religion issues. Unless her original appearance was too "sexy" back then.

I lived on the 80's cartoon as a kid, though I did see Renet in the comics, I think 80's OT April was hotter, than again, the OT turtles was my favorite show or I just have a thing for redheads lol.

If it was Renet's dress, lets not forget that a LOT less hot sorcerer did take on the turtles, over some gem or jewel that some how got into April's hands.

Now she was not build like April or Renet, she was missing there , well body build, perhaps on the top, but she did dress pretty close like Renet did, with cape and all. If they got away with April and her look, than they would perhaps get away with Renet, because that sorcerer did shop from the same place as Renet lol.

Reasonable.

Still though, Renet could have appeared at least once like the Triceratons, doesn't make sense.
