I think it was to make the mutagen less stupid than the Fred Wolf mutagen with "touch an ant, become Ant-Man" but they didn't realize that what they did instead was many times more stupid.

They really should have just gone with the contact angle and put more explanation to it. No need for people to keep trying to reinvent things, why not just dig further into what's already there?
Still requires suspension of disbelief, but at least explaining that mutagen causes the DNA from, say, a few microscopic skin cells to aggressively invade your being and bond with your own DNA might be more plausible in the TMNT universe than... one of your grandparents some millennia ago f***ed an ancient rhino and they somehow birthed a hybrid. |

I wouldn't advocate for it, but probably the 2012 ooze is the best way to go is if your goal it just a lot of mutants that are ready to go and sentient right away. At least with that you can go, "It's alternate dimensional goo that just kind of does whatever!" though obviously they went way too far by allowing it to mutant inanimate objects. |

The most underrated TMNT movie. I like it way more than the 2014 movie. The fact we finally got Krang and Bebop & Rocksteady in a theatrical TMNT movie is a nice bonus.
