There could be a time limit on the cure. Kirby's mutation is still fresh, whereas Splinter's has stabilized.

Or the "cure" could have unintended effects- perhaps fixing Kirby's mind, but bringing him all the way to a traditional "Wingnut" look instead of turning him human.
