Baxter is delusional and full of himself. And that is something that costs him a good deal. So by saying he can create mutagen, he is believing the mutagen was chemically based and could be created by mixing chemical compounds.

However we know the Mutagen was milked from the Krathatrogon and as far as we know, the Foot don't know what the Giant Worms were used for.
